Would a Statewide Invitation Only "Premier" League Work in New York?

There are an awful lot of travel baseball leagues in New York.  Do you think that the travel baseball community is too fractured and watered down?  Are there too many travel leagues out there?  

What are your thoughts on a statewide "premier" type league for 13u and up?  It could be an invitation only league.  Maybe invite the teams that are always at the top of other leagues.  You could break the state into regions having the winners of each region compete in a state championship tournament at the end of the summer.
